Governor Shapiro Secures Over $800 Million Investment from GSK to Expand Operations, Creating Over 300 New Jobs and Growing Pennsylvania’s Robust Life Sciences Industry

GSK’s second major expansion in Pennsylvania under Governor Shapiro’s leadership will create a biopharmaceutical innovation and manufacturing hub in Montgomery County.

As a national powerhouse, Pennsylvania’s life sciences industry is home to approximately 3,900 companies, employs more than 110,000 Pennsylvanians, and directly contributes $73 billion to the economy.

Since taking office, Governor Shapiro has secured over $43 billion in private-sector investments that are creating nearly 29,000 jobs across the Commonwealth.

Upper Merion Township, PA – Today, Governor Josh Shapiro and Department of Community and Economic Development (DCED) Secretary Rick Siger announced the Commonwealth has secured an over $800 million investment from global biopharma company GSK to expand its operations in Montgomery County. The expansion will create more than 300 new jobs over the next five years, retain approximately 4,500 existing full-time jobs across the Commonwealth, and continue growing Pennsylvania’s robust life sciences industry.

GSK is expanding its facilities in Upper Merion Township, with construction planned to begin in 2027. The expansion will establish a biopharmaceutical innovation and manufacturing hub, integrating commercial production, research and development, and advanced digital capabilities in a single site. This announcement marks GSK’s second major expansion in Pennsylvania since the Governor took office, previously investing $800 million in Lancaster County — investing a total of nearly $1.7 billion in the Commonwealth.

“GSK could have chosen anywhere in the world to expand production, but once again, they chose to renew and deepen their commitment to both the Commonwealth and our workers,” said Governor Shapiro. “When companies like GSK double down on their commitment to Pennsylvania, we create more opportunities across the Commonwealth, spur meaningful economic growth, and support our skilled workforce. My Administration will continue working hard to create good-paying jobs and grow our robust life sciences industry so that companies can grow and thrive here.”

The company will be eligible for tax benefits through the Qualified Manufacturing Innovation and Reinvestment Deduction (QMIRD) program and the Manufacturing Tax Credit (MTC) program.

“GSK’s decision to make another major investment in Pennsylvania is a strong signal that we have the innovation ecosystem, talent, and infrastructure to support the next generation of biopharmaceutical manufacturing,” said DCED Secretary Siger. “This project will create hundreds of new jobs, strengthen the economy, and build on GSK’s longstanding commitment to Pennsylvania. The Shapiro Administration will continue to support and invest in companies that further boost our economy and provide real opportunity for Pennsylvanians.”

The expansion project will include the demolition of existing buildings and construction of new and enhanced facilities including a commercial-scale biologics manufacturing facility capable of supporting both clinical and commercial supply, a co-located research and development pilot plant to accelerate tech transfer and process development, and a centralized quality control lab and manufacturing science & technology (MSAT) hub.

“Investing in additional commercial and R&D manufacturing with advanced digital capabilities at our Upper Merion site will help accelerate the development and supply of future medicines for patients,” said Regis Simard, President, GSK Global Supply Chain. “The Commonwealth of Pennsylvania has been an important partner in supporting GSK’s growth, innovation, and manufacturing footprint in the United States. By expanding in Upper Merion, we’re building on that longstanding partnership while creating high-quality jobs and strengthening our ability to deliver the next generation of medicines.”

GSK is a global biopharma company with a purpose to unite science, technology, and talent to get ahead of disease together. The company’s US headquarters is in Philadelphia, with global headquarters located in London, England.

In October 2024, the Shapiro Administration announced GSK’s $800 million facility expansion in Marietta, Lancaster County, creating at least 200 new, high-paying jobs and doubling the site’s size and capacity. The project was the largest Commonwealth-supported economic development project in Lancaster County’s history.

Investing in Pennsylvania’s Life Sciences Industry and Innovation Economy

Since taking office, Governor Shapiro has been laser-focused on supporting Pennsylvania’s biotech ecosystem. Life sciences companies like Johnson & Johnson, Eli Lilly, Eurofins Lancaster Laboratories, and B. Braun have announced major expansions in Pennsylvania under the Governor’s leadership, bringing new jobs and investments in research and development into the Commonwealth.

As a national powerhouse, Pennsylvania’s life sciences industry is home to approximately 3,900 companies, employs more than 110,000 Pennsylvanians, and directly contributes $73 billion to the economy. The work by these researchers and companies over the last five years have secured more than 20,000 new life sciences patents — the sixth-highest total in the country.

In the 2026-27 budget, Governor Shapiro also secured $125 million to create Pennsylvania’s Innovate in PA 2.0 program to foster promising ideas and help growing companies thrive and succeed in the Commonwealth by:

  • Strengthening Support for Clinical Trials – the Clinical Trial & Research Network Grant Program will invest in the Commonwealth’s clinical trial and research infrastructure to help reduce barriers and streamline these efforts.
  • Investing in the Talent Companies Need – the Life Sciences Paths Grant Program will invest in talent pathways that address critical workforce gaps and help keep skilled workers in the Commonwealth and giving high-potential biotech and life sciences companies another reason to start, grow, and stay here.
  • Building Economic Resilience – the Life Sciences Challenge Grant Program will support high-impact, high-potential economic development projects to advance collaboration between or-profit, non-profit, academic, and municipal partners to strengthen the life sciences ecosystem in Pennsylvania.
